Grants Management Systems
Discovery Logic provides online systems to receive applications and service awardees for
the National Institutes of Health (NIH), Health Resources and Services Administration
(HRSA) and American Society of Clinical Oncology (ASCO). Discovery Logic leverages Service
Oriented Architecture (SOA), the Microsoft .NET Framework, SQL Server and Oracle.
Loan Repayment was the first project undertaken by Discovery Logic, and
confirmed the company's approach to database management and application development.
The National Institutes of Health's (NIH) Loan Repayment Programs (LRPs) are designed to
attract and retain talented biomedical professionals and researchers to the scientific
workforce. For those who are accepted, the program will repay up to $35,000 per year of
student loan debt.
The NIH received fewer than 200 paper LRP applications per year when it asked Discovery Logic
to design and implement its first online grant application and awards database. As a subcontractor
to Northrop Grumman IT, Discovery Logic took on the project and, a remarkable six months after
project kickoff, deployed NIH's eGrant application on January 8, 2002. This groundbreaking effort
led to the adoption of several innovations that accept and track online applications, review, award,
and make payments. In 2003, Discovery Logic integrated LRP information into IMPAC II
(the NIH central grants database), greatly increasing the power and utility of the LRP
system. Recently, a follow-up project was initiated to identify additional data fields
that can be mapped to additional IMPAC II tables.
Discovery Logic, under contract to the NIH Division of Loan Repayment, now manages this project as the
prime contractor. We maintain the IT systems and support on-site operations, programmatic compliance,
help desk, and financial analysis.
Additionally, for the US National Health Service Corps (HHS/Health Resources Services) and
Resources Administration), Discovery Logic has managed the Application Processing Center since
2004 to receive and process NHSC Loan Repayment and Scholarship applications.
And, in 2008, the American Society of Clinical Oncology (ASCO) engaged Discovery Logic
to provide management consulting services in support of their new loan repayment program.
