Synapse™ for Tech Transfer
Multi-Database Search
Synapse allows users to quick match the needs of commercial biotech and pharmaceutical firms with nonprofit and government technologies available for licensing. Discovery Logic developed this system by linking NIH's Technology Transfer databases with ScienceWire™, which includes scientific and patent information. Discovery Logic built Synapse using Service Oriented Architecture (SOA), the Microsoft .NET Framework, Microsoft Windows SmartClient technology, SQL Server and Oracle.


Synapse™ Multi-Database Search Synapse quickly matches the needs of commercial biotech and pharmaceutical firms with nonprofit and government technologies available for licensing. Discovery Logic developed this system by linking technology transfer databases with ScienceWire™, which includes scientific and patent information.

In 1989, the National Institutes of Health, in response to the Bayh-Dole Act, created the NIH Office of Technology Transfer (OTT) to market the technologies produced by NIH and FDA funded researchers. Since then, the OTT has gained an inventory of over 8,000 technologies, with the objective of making these technologies available for licensing to commercial firms to advance public health worldwide.

Despite the wealth of material in the inventory, OTT had few effective ways of identifying for-profit firms that may have been interested in very complex, early stage technologies. With so many products to market and few reliable methods for pinpointing the right customers, the process of technology transfer was stymied.

Discovery Logic offered a solution to OTT called Synapse™, an automated system to match high-potential technologies with potential licensees. Using Synapse, OTT now uses a “market-push” approach, locating specific companies that are most likely to license a certain technology and then notifying the companies of the opportunity.

Using the same product, OTT also found it could also successfully perform “market pull,” in which OTT can identify multiple technologies in its inventory in which a company may find interest.
